Overview
This article will cover how to view, download, and upload the RITS reports into your Retail Inventory Tracking System (RITS) portal.
Universal Product Code (UPC) Upload
In March 2023, Texas implemented the RITS and required an upload of your entire product catalog from Cloud Retailer. The UPCs and descriptions uploaded in this process are critical for success when uploading the RITS Report.
If the UPC in the RITS Report has not been uploaded, the RITS Report will be rejected. If the description in the RITS Report does not match the description previously uploaded for the UPC, the report will be Complete with Errors. In this case, the UPC Upload will need to be performed to include the products with erroneous descriptions.
- Log into your Back Office
- Navigate to Reports -> RITS UPC List
- This report is designed to find all of the new products or products that were updated in the past month. The RITS will reject a file upload if the description of a product sold is different than when the UPC was uploaded in the past.
- Verify the data in the report is accurate
- Click on the X icon under the Grouping dropdown in the upper right corner of the report
- Select CSV to download a CSV version of the report
- DO NOT OPEN OR MODIFY THIS REPORT as it is in the correct format to immediately upload
- Log into your Texas Comptroller eSystems portal
- Navigate to the Access Retailer Inventory Tracking System (RITS) link in the eSystems Services section
- Enter your Tax ID to access the RITS upload portal
- Select the Universal Product Code (UPC) Upload option and click CONTINUE
- Drag the CSV from Step 5 into the Drag 'n' drop files here box and click CONTINUE
- Monitor the upload until the status is Complete
- If the status is not Complete and the row contains a View Errors link, click on View Errors to identify products that did not upload successfully.
- If the status is not Complete and the row does not contain a View Errors link in the Errors column, you MAY need to contact the HB11 department for assistance in identifying errors.

Common UPC List Errors
The UPC list file can be Rejected without errors for the following reasons:
- The file is not a CSV
- The file does not contain headers
- The file contains more than the 3 required columns
The UPC list file can be Complete with Errors for the following reasons:
- A row in the file does not contain the correct Beverage Class (DS, ML, or W)
- A row in the file includes a UPC that is not numeric
- A row in the file includes a UPC that is shorter than 11 digits or longer than 14 digits
- A row in the file includes a product description that contains special characters
- A row in the file includes a product description that is shorter than 5 characters or longer than 70 characters
If the file submitted contains any of the errors listed above, the errors need to be corrected before submitting a new file.
File RITS Report
The RITS Report is the new name for the TABC Report. There are slight differences between the two reports and Cloud Retailer meets the full requirements to file the RITS Report successfully.
Wholesales and distributors of beer, malt liquor, and wine are required to electronically file this monthly report for any sale made to retailers. The comptroller's office compares these sales made to the retailer with the retailer's sales made to the consumer as part of the Comptroller's sales tax audit program. This report is due by the 25th of every month.
- Log into your Back Office
- Navigate to Reports -> RITS Report
- Verify the data in the report is accurate
- If the report is empty, you MUST complete Steps 6 and below and check the "I am filing a zero report" box when uploading the RITS Report.
- Click on the X icon under the Grouping dropdown in the upper right corner of the report
- Select CSV to download a CSV version of the report
- DO NOT OPEN OR MODIFY THIS REPORT as it is in the correct format to immediately upload
- Log into your Texas Comptroller eSystems portal
- Navigate to the Access Retailer Inventory Tracking System (RITS) link in the eSystems Services section
- Enter your Tax ID to access the RITS upload portal
- Select the File RITS Report option and click CONTINUE
- Select the Year and Month to be filed
- Drag the CSV from Step 5 into the Drag 'n' drop files here box and click CONTINUE
- If the RITS Report was blank in Cloud Retailer, you MUST check the "I am filing a zero report" box and click CONTINUE
- If the RITS Report was blank in Cloud Retailer, you MUST check the "I am filing a zero report" box and click CONTINUE
- Monitor the upload until the status is Complete
- If the status is not Complete and the row contains a View Errors link, click on View Errors to identify any error that in the RITS Report.
- If the status is not Complete and the row does not contain a View Errors link in the Errors column, you MAY need to contact the HB11 department for assistance in identifying errors.

The RITS Report file can be Complete with Errors for the following reasons:
- Any of the errors listed in the Common RITS UPC List Errors section above
- A row in the file includes a UPC that does not match a description previously submitted in the RITS UPC List file
- A row in the file includes a product description that does not match a UPC previously submitted in the RITS UPC List file
- A row in the file includes a product that does not contain a size
- A row in the file includes an invoice amount of $0.00
- A row in the file includes an incorrect Retailer RITS License Number
- A row in the file includes an incorrect Retailer Taxpayer ID
